The U.S. and NATO response to Russia's more assertive policy in Europe since 2014 has focused heavily on deterring possible Russian threats to the Baltic region. As allies take steps to strengthen defense of the Baltic region, they need to pay increased attention to enhancing security and deterrence in the Black Sea area.
The Crimean city of Sevastopol was established the same year, and from 1783 onward, Russia emerged as a growing Black Sea power as the Ottoman Empire slipped onto a slow, declining path. The decline of the Ottoman Empire continued, as did the regional power struggle in the Black Sea, over which neither side was able to claim a decisive victory. SIPRI has expanded its research on security issues in the Black Sea region by launching a new series of publications. Each publication analyses a different issue or provides context to a current security dilemma in the region. According to SIPRI, Russia, under international law, is entitled to no more than 10 percent of the Black Sea coastline. However, it currently controls more than a third of the coast.
